166 companies, emitting a total of around 150 MtCO2
Kazakhstan is the first country in Asia to have implemented an economy-wide emissions trading scheme. The Kazakhstan’s emissions trading scheme started on 1 January 2013 and covers 55% of the country's total greenhouse gas emissions. It currently includes 166 companies from the following sectors: power and heat production, coal mining, oil and gas extraction, chemical industry, metallurgy, cement industry and other process industries. The 178 companies participating to the first phase of the scheme emitted in 2010 a total of 147 million tCO2.
The overall objective is a 15% emissions reduction below 1992 levels by 2020.
The first phase of the scheme, which covers the year 2013, was a trial period. The second phase started on 1 January 2014.

Baseline for phase I: 2010 CO2 emissions
Baseline for phase II: average of 2011 and 2012 CO2 emissions
Emissions threshold (at company level): 20,000 tCO2 per year
Gas coverage: Carbon dioxide (CO2)
Emissions reduction target: 0% in 2014 and 1.5% in 2015
Distribution of free carbon allowances in relation to the baseline years (2011-12): 100% in 2014 and 98.5% in 2015
Reserve of carbon quotas for new and expanding installations:
- 2013: 20.6 million carbon allowances
- 2014: 18 million carbon allowances
- 2015: 20.5 million carbon allowances
